The 6th Meeting of Sub-Regional Ministerial Steering Committee
on Transboundary Haze Pollution in the Mekong Sub-region

On 24 February 2017, at the Le Meridien Chiang Rai Resort, Chiang Rai Province, Minister of Natural Resources and Environment, General Surasak Kanchanarat, presided over the 6th Meeting of Sub-Regional Ministerial Steering Committee on Transboundary Haze Pollution in the Mekong Sub-region. The five Mekong Sub-region countries were Cambodia, Laos, Myanmar, Thailand and Vietnam.

The Meeting acknowledged the resolution of activities under ASEAN cooperation framework and the 28th and 29th ASEAN Summits held in Laos PDR on 6-7 September 2016 including the progress of formulating and implementing Roadmap on ASEAN Cooperation towards Transboundary Haze Pollution Control with Means of Implementation. Thailand as the lead country has provided strong efforts to develop and implement the Roadmap.

ASEAN Specialized Meteorological Centre (ASMC) in Singapore reported that the number of hotspots in ASEAN, particularly in Mekong Sub-region countries decreased in the year 2016 compared to the previous year. However, forecasting during dry weather in March to April 2017, number of hotspots will increase rapidly. Consequently, member countries must strictly cooperate, prevent and solve smoke haze problem in the country in order to prevent transboundary haze problem in the region.

The Meeting agreed to achieve the target and indicator of cumulative hotspot reduction in Mekong Sub-region, specifically in reducing hotspot count to less than 50,000 hotspots by 2020, and to encourage cooperation among member countries in preventing sustainable transboundary haze problem. Thailand presented the Chiang Rai 2017 Plan of Action for Transboundry Haze Pollution Control in the Mekong Sub-Region, which focuses on prioritization of activities to achieve the target of hotspot reduction. Activities include using information technology, enhancing public awareness, encouraging public participation, and reducing of health and environmental risks. Moreover, Thailand will send air quality mobile units and strengthen personnel capacity building on air quality monitoring to Myanmar and Cambodia as requested.
