waste reduction and separation for 20 ministries
in central government sectors
On 30 October 2018, Mrs. Suwanna Tiansuwan, Deputy Director General of Pollution Control Department (PCD) said over the past 20 years, plastic and foam have been increasingly used to make packaging. According to statistic, Thailand has consumed up to 45,000 million plastic bags per year, 6,758 million foam packages per year, and 9,750 million single-used plastic glasses per year. These materials are very biodegradable and be impact to environment both in land and sea if they are not managed properly. The Ministry of Natural Resources and Environment (MONRE) then puts emphasis and awareness on plastic waste pollution by initiating the Project on ?Do goodness with the heart, decrease environmental impact?. This project aims to integrate cooperation among government, private and public sectors in preventing and solving the problem to be effective and truly successfulness. The project was approved by the Cabinet on 17 July 2018
Mrs. Suwanna also said the measures to reduce and separate waste in government sectors is one of the five activities under the Project on ?Do goodness with the heart, decrease environmental impact?. All government sectors have to implement this activity and it is indicated to be a performance indicator of government executive since 2019. The target group of this activity is 2.53 million government officials throughout the country. The activities are 100% of waste separation in office building and 5% per year (11,225 tons per year) of waste reduction in government sectors by decreasing 4,000 plastic bags per year, 1,000 foam packages per year, and 30 pieces of single-used plastic glasses per year. Consequently, government budget for waste management will be saved 17 million baht per year and for recycling will be earned 56 baht per year.
In order to support government sectors to implement waste reduction and separation activities together in the same direction, PCD informed 20 ministries about background, policy and guideline framework on measurement of waste reduction and separation in government sectors. PCD also discussed with Office of the Public Sector Development Commission (OPDC) to indicate waste management as a performance indicator of government executive from 152 departments and 76 provinces. Training on waste reduction and separation for government sectors is scheduled to be held six times. Target group in the first training is from 152 departments in 20 ministries in Bangkok. The participants are going to know how to evaluate indicators, implementing guideline, measure on waste reduction and separation in government sectors and use it properly and efficiently. For another five training courses, target group are provincial organizations in each region in Chiangmai, Songkla, Khonkaen, Bangkok and Chonburi.
